I was recently at a conference featuring a World Bank leader. I picked up one of the World Bank’s brochures on poverty and proceeded to read a summary case study on Uganda who in the early 90s was receiving multi-lateral funding for schools. The problem they faced is that less than 30% of the funding was actually making it to the schools. In response to this problem, the government tightened up their payment procedures and according to the brochure “let the wider community know when money was paid to the schools”. By 2000, the 30% had increased to more than 90%. The article then points out:
